President of Ukraine Volodymyr Zelensky has once again called on the world to make a systemic decision on Ukraine's long-range capability. Only by destroying Russian military aircraft where they are based can we stop Russian terror and save lives.

This was stated by President of Ukraine Volodymyr Zelensky in his evening address to Ukrainians on September 15. He noted that the rubble at the site of a Russian air strike on a residential high-rise building in Kharkiv is still being cleared.

"There was a fire, collapsed ceilings. We know about people under the rubble. As of now, there are 35 wounded, including three children. All services, rescuers, doctors, utilities, and all those affected are being provided with assistance," the Ukrainian leader informed.

He noted that in total, there were four air bombs in the Kharkiv region alone. One hit a house in Kharkiv. The other three hit villages in the region. In addition, enemy troops bombed Sumy and Donetsk regions.

"In total, there are at least a hundred such air strikes every day. Over the past day - 128 guided aerial bombs," the Head of State emphasized.

Therefore, he once again called on the world to make efforts to stop the Russian terror against the Ukrainian people.

"Only a systemic solution can counteract this terror. This is a long-range solution. To destroy Russian military aviation where it is based. This is an obvious, logical solution. We have already explained to all our partners why Ukraine really needs sufficient range," the President said.

He clarified that he expects a corresponding decision primarily from the United States, Britain, France, Germany, Italy - all those who can help save lives with their determination.

Zelensky also said that repair crews had been working under fire in a number of cities in Donetsk region and had restored electricity supply to almost 150,000 residents of Kramatorsk district.

"It is the heroism of our people, of all those who work for Ukraine, for the sake of Ukrainians, that - despite everything - basic life support is being restored," the President emphasized.

Zelensky also spoke about the situation in Odesa region. Heavy rains have caused severe flooding there. Viktor Mykyta, Deputy Head of the Office for Regional Policy, reported to the President on the situation.

"Extraordinary rains these days, flooding in Odesa region. The State Emergency Service of Ukraine, regional authorities, local authorities are all involved. Unfortunately, there are also critical situations in neighboring countries due to these extreme precipitations," the Ukrainian leader said.

In addition, Commander-in-Chief Oleksandr Syrsky reported to the President on the situation at the front and the course of the operation in Kursk region.

"Pokrovske direction, Kurakhove, Toretske, Kupyanske - I want to thank every unit that is really defending our positions. The 46th separate airmobile brigade, paratroopers of the 79th brigade, 25th separate airborne brigade, 54th separate mechanized and 35th separate marine brigade. Thank you all, soldiers!" the president said, adding that the exchange fund is being actively replenished in the Kursk region.
