Makis Gagatsis, President of the Greek Football Federation, proposed to return Russian youth and youth teams to international tournaments. The official motivated this with the Kremlin's propaganda narrative that "children should not suffer from politics."

Journalist Viktor Vatsko spoke about this on his author's program on YouTube. According to him, Gagatsis tried to push this idea during the annual meeting of all presidents and secretaries general of the member federations of the European Football Union (UEFA).

The idea was supported by representatives of Bosnia and Herzegovina, Montenegro, Kazakhstan, Russia, and Belarus. However, the president of the Ukrainian Football Association (UAF), Andriy Shevchenko, used his status to create a powerful coalition against representatives of the aggressor country, which blocked these attempts to legalize Russians.
