By the winter of 2024-2025, Ukraine intends to restore all power facilities damaged by Russia that can be repaired. To do this, European partners will need to send equipment from idle power plants and financial support in the next three to four months.

This was stated by President of Ukraine Volodymyr Zelenskyy at the opening ceremony of the Ukraine Recovery Conference 2024 in Berlin, Germany. According to him, this is a short-term recovery, for which Ukraine needs direct financial assistance.

"In the short term, we must also implement a quick and inexpensive restoration of all energy facilities that can be restored now. By winter. This is important: before winter, within the next 3-4 months. We know how to ensure this, and we are asking you for equipment from your idle power plants and direct financial support. This will allow us to respond to the situation here and now," Zelenskyy said.

According to him, decentralized, maneuverable gas generation can become an element of recovery. According to Zelenskyy, it will solve the issue of energy shortages. And in the future, it will be switched to hydrogen and will balance green energy.

As a reminder, according to the Kyiv School of Economics (KSE), the losses of Ukraine's energy sector as a result of Russia's full-scale invasion exceeded $56.2 billion. Of this amount, direct losses amounted to more than $16.1 billion, and indirect losses - $40.1 billion.

As reported, according to Zelenskyy, half of Ukraine's energy system has been destroyed by shelling so far. Thus, 9 GW of capacity has already been lost as a result of damage by Russian missiles and drones. The peak energy consumption last winter was 18 GW.
