The Executive Board of the International Olympic Committee (IOC) has decided on the participation of athletes from Russia and Belarus in the 2024 Olympics in Paris. The IOC has determined that those athletes from Russia and Belarus who will be admitted only in neutral status (AIN) will have their own special flag, anthem, and will be banned from participating in the opening ceremony of the 2024 Olympics.

The flag under which Russian athletes will compete

The new Russian anthem for the Olympics has also been published on the IOC website. There are no words in the anthem and it was created exclusively for this event. Medals won by AINs will not be displayed in the NOC medal table.

  • AINs will not take part in the parade of delegations (teams) during the Opening Ceremony, as they are individual athletes. But they will be given the opportunity to experience this event. This is the same scenario that was used for the independent Olympic participants in the 1992 Barcelona Olympic Games (from the former Yugoslavia).
  • The decision on the participation of AIN in the closing ceremony will be made later, given that the closing ceremony is not for teams, but for all athletes together.
  • During the victory ceremonies, the AIN flag will be raised and the AIN anthem will be performed.

The IOC also recalled that the strict conditions for admission of neutral athletes on an individual basis to the Paris 2024 Games, established by the IOC Executive Board in December, are the same conditions under which athletes qualified, namely

1. Qualified athletes with a Russian or Belarusian passport will be declared and compete as individual neutral athletes (AIN).

2. Teams of athletes with Russian or Belarusian passports will not be considered.

3. Athletes who actively support the war will not be allowed to participate or compete. Support personnel who actively support the war will not be allowed.

4. Athletes who have signed a contract with the Russian or Belarusian military or national security agencies will not be allowed to participate or compete.
