"Equipment and engineers would have been destroyed by the enemy": the Center for Public Policy explains why it is impossible to build defensive lines right on the border with Russia

It was impossible to build defensive fortifications on the border with Russia in the Kharkiv region, as all Ukrainian equipment and people would have been destroyed by the enemy. Several defense lines were built in the region, where possible.

Andriy Kovalenko, head of the National Security and Defense Council's Center for Countering Disinformation, said this on Telegram . He spoke about the current situation on the border of Kharkiv region, in particular in the city of Vovchansk, and urged not to confuse it with the enemy's actions against Kharkiv itself. According to Kovalenko, "everything is happening as predicted."

"Let me just remind you. It is 4 km to the border with the enemy. Vovchansk is a typical border town. Now the enemy is actively acting in its direction. Accordingly, we can say that the battle for Vovchansk is ongoing. But. This is a border town. Distinguish between the enemy's actions towards Kharkiv and towards the border," Kovalenko emphasized.

The main goal of the enemy, he said, is to force the Ukrainian command to pull back forces from the east to the area: Chasovyi Yar, Kostiantynivka, Pokrovske direction.

The head of the Center also noted that there are currently a lot of manipulations on the Internet regarding the issue of defensive fortifications in Kharkiv region.

"It was impossible to build directly on the border with the enemy because all the equipment and engineers would be destroyed by the enemy – its drones and artillery. Accordingly, the defense lines have been built in Kharkiv region, they are there, and we will tell you more about them soon. These are several reliable defense lines," Kovalenko assured.

– In April, President Zelensky said that the construction of defense in the hottest areas of Ukraine was nearing completion. In some areas, the construction of fortifications has already been completed by 92-98%. According to the head of state, all regions of the country and all areas of combat operations have received three lines of defense.

– In March, a construction company in the Kharkiv region was caught trying to embezzle more than UAH 20 million of budget funds. The company withdrew money intended for the construction of fortifications in the Kharkiv region to the account of an individual entrepreneur.

– On April 23, the Cabinet of Ministers of Ukraine allocated more than UAH 8.121 billion for the construction of fortifications. It was noted that the funds would be redistributed from the reserve fund of the state budget.
