The eVidnovlennia program has fully resumed its work after a large-scale hacker attack by the Russian Federation. This means that Ukrainians whose housing was damaged or destroyed as a result of the war can once again apply for compensation from the state.

This was reported by the Ministry of Communities and Territories Development. It is noted that for the convenience of citizens, the deadline for booking housing certificates for which funds were reserved has been extended by 30 days (until February 20, 2025, inclusive), which will allow for a more relaxed mode of concluding transactions for the sale and purchase of new housing to replace the destroyed one.

The head of the "Servant of the People" party, Olena Shuliak, explained that there are two ways to apply for compensation under the program. Namely:

  • through the portal or the Diia app;
  • at the nearest Administrative Service Center.

The Ministry of Digital Transformation noted that compensation will be provided to military personnel, large families, and people with disabilities in the first place. The funds can be spent on construction materials or payment for the services of contractors performing repair work. The service is relevant for the government-controlled territories of Ukraine.

It is worth noting that shortly before the cyberattack on the registers of the Ministry of Justice, MPs passed draft law №11161. It expanded the scope of the eVidnovlennia program through the following changes:

  • simplification of the procedure for receiving compensation: from now on, IDPs who have lost their homes in the TOT will be able to receive compensation without the need for mandatory photo or video documentation of the damage. This takes into account the limited access to such areas due to insecurity and hostilities;
  • equating damaged property with destroyed property: property that has been severely damaged is equated with destroyed property. This allows for compensation without the need for a physical inspection;
  • abolition of mandatory inspection: mandatory inspection of property has been canceled for housing in the territories where hostilities are ongoing or which remain occupied. This significantly speeds up the application and decision-making process;
  • expansion of the eVidnovlennia program: the draft law includes housing in the TOT in the eVidnovlennia program, which simplifies the application procedure and reduces the number of required documents.

As OBOZ.UA previously reported, Ukraine has restored the operation of unified and state registries, as well as other systems that were affected by a large-scale Russian cyberattack on the Ministry of Justice. However, notaries and state registrars still have limited access to the State Register of Real Property Rights.
