The Cabinet of Ministers of Ukraine has instructed the Ministry of Youth and Sports of Ukraine to develop a procedure for admitting fans to the stands subject to all safety rules. The decision was made at a Cabinet meeting on December 1, mms.gov.ua reports.

The Ministry of Sports, together with the Ministry of Internal Affairs, security agencies, and regional military administrations, is developing an algorithm that will make sporting events accessible and as safe for spectators as possible.

The text specifically emphasizes that once all the details for implementing this decision are agreed upon, the Ministry will announce when spectators will be able to return to the stands separately.

"The return of fans will help stadiums and clubs to be financially viable again, and no TV broadcast replaces the emotions of the stadium. But the primary issue for us is the safety of spectators and athletes," said Matvii Bidnyi, head of the Ministry of Sports.

Before the start of the UPL season, the Ukrainian Football Association banned fans from entering stadiums due to the danger of possible missile attacks.

Some UPL clubs violate this rule, paying fines after the match.
