The Ukrainian government has started negotiations with partners to help refugees return to Ukraine. However, this will also be a matter of competition.

The fact is that the European Union (EU) member states are currently interested in attracting labor such as Ukrainians, who do not create migration problems. This was stated at Ukraine House Davos by Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine.

"I think it's really good that our partners help Ukrainians integrate into the society where they live, but at the same time they don't manipulate them, that they don't want them to return to Ukraine, and we see a desire to have a certain common policy in this area," he said.

According to the deputy minister, the Ukrainian government and the German government could help a person return to Ukraine from Germany: the Ukrainian side could provide support for infrastructure, apartments, and jobs, and the German side could redirect part of the social assistance to Ukrainian refugees to help them return to Ukraine.

"Negotiations with partners on this topic have just begun, it will not happen this year or next year, but it will happen later," Kachka emphasized. At the same time, he acknowledged that this will be a matter of competition, since, unlike when Poland joined the EU, EU member states are now interested in attracting laborers such as Ukrainians who do not create migration problems.

"Of course, here we again come to the issue of an attractive economic policy and investment attraction," added the Ukrainian trade representative.

After the war is over, Ukraine will have to return millions of refugees home. It is impossible to ensure significant economic growth without this step, otherwise, migrants from other countries will have to be invited to fill new jobs. Failure to return refugees will cost the economy about $113 billion, according to the Center for Economic Recovery and EasyBusiness.

However, it will be difficult to return Ukrainian refugees without the EU's cooperation. Currently, some European countries are paying Ukrainians social benefits that are higher than the average Ukrainian salary. However, Ukrainians should return not because social conditions are better here, but in order to create the same conditions in their own country as in the developed EU countries.
