Ukraine is preparing to introduce toll roads: 6 routes are being considered
Ukraine is analyzing 6 routes to launch toll roads at once. A draft law has already been developed to launch this mechanism, as well as agreements with the European Investment Bank (EIB), which will be one of the project's investors.
This was announced by Deputy Minister of Communities and Territories Development Serhii Derkach at the European Business Association (EBA) event. He noted that the introduction of toll roads is a requirement of the EU, UNN reports.
"The issue of toll roads is a requirement of the EU. We have a draft law on this and are now working on its implementation. ... To make a high-quality road, it is necessary to analyze the traffic intensity, and now such an analysis is being conducted on 6 roads to launch the toll road mechanism. We are talking to investors, there are agreements with the EIB," Derkach said.
He emphasized that a specific decision on turning a particular road into a toll road will be made after the results of the traffic analysis. However, the decision itself is inevitable, as Ukraine is confidently moving towards a toll road system, he said.
"Sooner or later, there will be toll roads anyway," Derkach summarized.
Ukraine wants to weaken environmental standards for cars
At the same time, Ukraine may ease the requirements for environmental standards for some vehicles. To this end, MPs have initiated a postponement of the introduction of requirements for compliance with Euro 6 environmental standards for trucks and buses, among others.
The relevant draft law No. 12267 has already been registered in the Verkhovna Rada. Its authors, among others, are:
- Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy;
- Oleksandr Fediienko, Chairman of the Subcommittee on Cyberspace Security, Government Communications, Cryptographic Information Protection of the Verkhovna Rada Committee on National Security, Defense and Intelligence;
- Maksym Buzhanskyi, Member of the Verkhovna Rada Committee on Law Enforcement;
- Oleksandr Zavitnevych, Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence.
According to Mr. Hetmantsev, if adopted, the introduction of the Euro 6 requirement for a number of vehicles will be postponed until January 1, 2027, for both new and used vehicles.
Under the current legislation, certain vehicles must comply with Euro 6 standards as early as January 1, 2025. These include:
- new and used truck tractors;
- buses;
- trucks;
- special equipment;
- new passenger cars submitted for the first registration in Ukraine.
