Trump halts all international aid and speaks out on Ukraine mineral deal in his address to Congress
US President Donald Trump has announced that Washington is suspending all international aid. The head of the White House noted that the United States should study the effectiveness of foreign policy spending.
In addition, Trump announced his readiness to sign the rare earths agreement with Ukraine. The US president just delivered a speech to Congress.
According to the US president, he decided to freeze all federal hiring and all new federal regulations to end all international aid.
Trump emphasized that foreign policy spending is hurting the US economy. In particular, he mentioned the climate change agreement, calling it a "green new scam" and announced its termination. In addition, Trump recalled the decision to end the United States' participation in the World Health Organization. The president said that the WHO's activities are not in America's interests.
As for the mineral deal with Ukraine, Trump said he had received an important letter from President Volodymyr Zelenskyy. According to him, it states that Ukraine is ready to sign it at any time.

Earlier, it was reported that the suspension of US military aid to Ukraine would primarily affect air defense missiles, HIMARS ammunition, and artillery. The pause applies to all planned but not yet executed deliveries, including those under the USAI long-term support program.
