The rules for traveling abroad have changed: what new document must drivers from Ukraine have

Ukraine is transitioning to the European standard of freight transportation licensing. That is why, in 2025, all drivers engaged in international transportation will have to obtain a new certificate – a driver's qualification card (code 095).

This was reported by the Ministry of Communities and Territories Development. The ministry emphasized that this will improve the quality and safety of transportation, as well as ensure Ukraine's European integration in the field of transport.

"The carrier licensing procedure updated in June 2024, among other things, requires specialized training for drivers engaged in international transportation of goods or passengers. It is about obtaining the so-called "code 95", which confirms the professional competence of the driver," the ministry said.

What is the "code 095"?

A driver's qualification card ("code 095") is an official confirmation that a driver has the necessary qualifications to carry out cargo transportation weighing more than 3.5 tons for categories C, D, and E. The driver receives this certificate after successfully completing special courses.

The training lasts 4-8 weeks for drivers who received their driving license after 2021, for the rest it will take one week. Most courses are held online. Certificates can be obtained at any of 21 certified training centers in ten regions, including:

  • Kyiv region;
  • Lviv region;
  • Odesa region;
  • Dnipro region;
  • Kharkiv region;
  • Vinnytsia region;
  • Rivne region;
  • Zakarpattia region;
  • Chernihiv region;
  • Chernivtsi region.

This document will become mandatory from August 20, 2025. It is issued in the form of a plastic card and is valid for 5 years. As of today, 13 thousand drivers have already received the "code 095" – the relevant information has been entered into the electronic register of drivers.

In addition to bringing the licensing of carriers in line with EU standards, such a document certifies the availability of appropriate skills and knowledge of drivers, promotes traffic safety, and avoids unnecessary difficulties during loading, unloading, and transportation.

Earlier, OBOZ.UA reported that Ukraine and the European Union had extended the agreement on the liberalization of road transport – "transport visa-free regime". The agreement has been extended for a year – until June 30, 2025, but with the possibility of automatic prolongation until the end of 2025. At the same time, the terms of the agreement were amended, in particular, the obligation to have licenses and labeling was added.
