On the evening of Monday, October 28, Russian troops struck the center of Kharkiv with FAB-500 high-explosive bombs and hit an administrative building, destroying several floors. According to preliminary reports, nine people were injured.
This was reported by Kharkiv Mayor Ihor Terekhov on his Telegram channel. The explosions occurred at around 21:00.
The head of the President's Office, Andrii Yermak, said that the Russians had hit the building of Derzhprom (House of State Industry), an architectural monument under UNESCO protection, with an air bomb.
Oleh Syniehubov, head of the OVA, said that the Derzhprom building was directly hit.
"This is a monument of national importance, a building in the style of constructivism. The occupiers hit an iconic symbol of the city that every Kharkiv resident knows. Russian terrorism," he wrote.
According to preliminary information, six local residents were injured in the Russian shelling.
"Around 21:00, the enemy struck the central part of the city and the open area with guided aerial bombs. Other locations are still being established. The administrative building was hit. Several floors were destroyed. In total, we have hundreds of damaged windows in administrative buildings, the regional hospital, and residential buildings. We know about six victims – they are in light and moderate condition. No one is seriously injured," wrote Syniehubov.
According to preliminary data from law enforcement, the occupiers hit FAB-500.
It should be noted that Derzhprom in Kharkiv is the first Soviet 13-story building, a constructivist architectural monument, one of three Kharkiv skyscrapers built in 1925-1928. In 2017, Derzhprom was included in the UNESCO Tentative World Heritage List.
The SES added that the building where the bomb hit was partially destroyed on the 2nd and 3rd floors. Residential buildings, a hospital, and educational institutions nearby were also damaged.
SES units were working at the scene and inspected the damaged premises.
President Volodymyr Zelenskyy reacted to the Russian airstrike on Kharkiv, as well as the shelling of Kryvyi Rih.
He noted that the enemy attack caused serious damage to the Kharkiv State Industrial Building, which is one of the world's most famous constructivist buildings and is under temporary enhanced protection by UNESCO.
The Head of State emphasized that "every handshake with the war criminal Putin gives him confidence".
"Appeasement never brings peace – it only whets the aggressor's appetite. Instead, we must isolate the aggressor and increase pressure on him until he stops the terror," Zelenskyy said.
On the evening of Sunday, October 27, Russians attacked Shevchenkivskyi, Kyivskyi, and Saltivskyi districts of Kharkiv with multiple rocket launchers. Six people were injured, and houses and cars were damaged.
In addition, at around 03:00, Russian troops struck near a nine-story building in the Kholodnohirsk district. Seven people were injured, including a 16-year-old girl. The ceiling between the eighth and ninth floors of the building was damaged, and three apartments were destroyed.

– Police officer Vitalii Serdiuk was killed in a Russian strike on Kostiantynivka in Donetsk region. The senior police sergeant was seriously injured during the shelling.
– On the afternoon of October 28, Russian occupation forces attacked Nikopol in Dnipropetrovs'k region with kamikaze drones. Two girls, aged 12 and 13, were injured in the attack.
