On the evening of Wednesday, October 30, Russian troops attacked the Saltivskyi district of Kharkiv with an air bomb and hit a multi-story building, destroying almost the entire entrance. Three people were confirmed dead and 35 injured.

Throughout the night and into the day on October 31, emergency rescue operations continued at the site of the impact: a 15-year-old boy was found without signs of life, and rescuers did their best to unblock him from under the collapsed floor slabs. Kharkiv Mayor Ihor Terekhov reported on Telegram that an enemy bomb hit the city around 10:40 p.m., and a fire broke out at the site of the hit.

"The floors from the 6th to the first in a 9-storey building were completely destroyed. There may still be people under the rubble," the mayor wrote.

According to preliminary data, the enemy used an FAB-500 for the attack.

The head of the Kharkiv regional military administration, Oleh Syniehubov, said that the fourth floor of the high-rise building was hit. There may be people under the rubble. The hit destroyed almost the entire entrance of the building and damaged civilian cars.

Two of the wounded are in serious condition. Eight are in moderate condition, the rest have light injuries. At least three people are trapped under the rubble, preliminary, a woman and a child. Rescuers are trying to unblock them.

The child, who died as a result of the hit, was taken out of the rubble with a severe head injury, fractures, and no signs of life, said Viktor Zabashta, director of the regional emergency medical center.

Resuscitation measures were carried out for 40 minutes. It was a 12-year-old boy.

At 03:00, the director of the city's emergency department, Bohdan Hladkykh, said that body fragments had been found under the rubble of a high-rise destroyed by a Russian air strike. The death toll increased to two people.

The number of injured increased to 33.

President of Ukraine Volodymyr Zelenskyy reacted to Russia's strike on a high-rise building in Kharkiv.

"Partners see what is happening every day. And in these conditions, each of their postponed decisions means at least dozens or even hundreds of such Russian bombs against Ukraine. Their decisions are the lives of our people. That is why we must stop Russia together and do it with all possible force," he said.

As of 05:35, according to the State Emergency Service, three people were rescued at the site of the impact.

"The entrance of a nine-story building from the fifth to the first floor has been destroyed. People are likely to be trapped under the rubble. Rescue operations are ongoing," the rescuers emphasized.

In the morning, the head of the RMA, Oleh Syniehubov, added that there were 34 victims. According to updated information, the deceased boy turned 12 in September. In addition, another 15-year-old boy is under the rubble.

"Body fragments of a previously identified person have been found. The rescue operation continues. The search is complicated by significant damage to the building's structure and the threat of collapse," he said.

Under the procedural supervision of the Kharkiv Regional Prosecutor's Office, a pre-trial investigation was initiated into the violation of the laws and customs of war combined with premeditated murder (Part 2 of Article 438 of the Criminal Code of Ukraine).

According to preliminary investigation data, the enemy used an FAB-500 bomb with a unified gliding and correction module launched from the village of Stroitel in the Belgorod region of the Russian Federation. The Russian aerial munition hit between the third and fourth floors of a nine-story building in the Saltivskyi district of Kharkiv.

Rescuers unblocked a 12-year-old boy with severe injuries from the rubble: doctors performed resuscitation, but unfortunately, the child could not be saved. Another 35 people were injured, including an 11-year-old boy.

Neighboring high-rise buildings were damaged and at least 20 cars. As of 08:30, the search and rescue operation was ongoing. Prosecutors and police investigators are taking all possible and appropriate measures to document war crimes committed by the Russian military.

Later, Dmytro Chubenko, a spokesman for the Kharkiv regional prosecutor's office, said that rescuers found the body of a 15-year-old boy under the rubble.

"He lived on the first floor with his grandparents. They were in another room at the time of the hit. He is in the room where six floors collapsed. The rescuers can see the body visually, but there are heavy slabs on it. The question of how to unblock it without damaging the body is being solved. Most likely, the boy has already died, as he has been under the rubble for a long time, his wounds are very serious, there are no signs of life, and his limbs do not move," he said.

As of 1:30 p.m., rescuers have removed the body of a man from the rubble, whose age and identity are currently being established. The search for the body of the 15-year-old teenager continues, said Yevhen Vasylenko, a spokesman for the regional rescue service.

Thus, the death toll from the air strike on a high-rise building in Kharkiv has risen to 2, and rescuers have recovered the body of a dead man. Another 36 people were injured and 3 people were rescued by emergency workers. Rescue operations are ongoing.

According to Dmytro Chubenko, a spokesman for the Kharkiv regional prosecutor's office, the body of a dead man of about 25-30 years old was found on the first floor under the rubble of the building.

"There were no statements from relatives or acquaintances. His identity is being established," said the spokesman.

Rescuers also continued to search for the body of a 15-year-old boy under the rubble.

As of 14:20, the Office of the Prosecutor General reported that the death toll from the shelling of a high-rise building in Kharkiv on October 30 had risen to three. Rescuers pulled the bodies of a 15-year-old boy and a man from the rubble. Another 35 people were injured.
