Putin signs decree to hold military training for reservists in 2024

Russian President Vladimir Putin has signed a decree calling reservists to military training. The public part of the decree does not specify the timing of the training.

The dictator assigned the organization of the training to the Russian government and governors in the regions of the Russian Federation. The text of the decree was published by Russian propaganda resources.

"Putin signed the annual decree on calling for military training for Russians in the reserve," the propagandists wrote, publishing the text of the decree.

The published decree contains five clauses, two of which are hidden by the stamp "for official use" and another stipulates the date of the decree's entry into force.

The same items that Russians were allowed to read show that reservists of the Russian Armed Forces, the National Guard, rescue military formations of the Russian Ministry of Defense for Civil Defense, Emergencies and Disaster Management, as well as the State Guard and the FSB are subject to military training in 2024.

Interestingly, in the last year before Russia's full-scale invasion of Ukraine, military training was announced only for reservists of the Russian Armed Forces. But with each subsequent year during the great war, the number of reservists only grew.

"The Government of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation shall ensure the implementation of measures related to the call-up of citizens of the Russian Federation in the reserve for military training and the conduct of these training sessions," reads the penultimate paragraph of Putin's decree.

According to the final clause, the decree comes into force on the day of its official publication, i.e., March 1, 2024. Putin's signing of the decree is dated the same day.

Earlier, British intelligence estimated Russia's losses in the war. According to representatives of the British Defense Ministry, Russia is trying to compensate for them by recruiting "volunteers."

The same assessment was also published by ISW. According to analysts, the Russians are covering their losses at the front by recruiting new occupants, but whether the aggressor state will be able to maintain the necessary recruitment rates in the event of further intensification of hostilities is a big question.
