UN: torture of Ukrainians is not accidental, it is an organized part of Russian state policy

Torture and inhuman behavior of the Russian authorities with civilian Ukrainians and prisoners of war cannot be assessed as accidental. It is more about Moscow's state policy.

This was stated by the UN Special Rapporteur on Torture Alice Jill Edwards at a press conference in Kyiv on September 10. According to her, the number of data on torture and other cases of inhuman treatment of civilians and prisoners of war by Russia is constantly increasing.

"In my opinion, these horrific acts cannot be assessed as accidental, but rather as an organized part of state policy... in order to intimidate, punish, or obtain information and confessions. I base this analysis on the scale of the allegations as well as the methods, the purposes of torture of various forms," Edwards said.

She added that she had testimonies of electrocution, beatings, simulated executions and drowning, being forced to stay in certain positions for long periods of time, threats of rape or death, and various so-called ceremonies intended to humiliate.

Ukrainian civilians described being held in cramped cellars. And one Ukrainian soldier in captivity lost weight from 100 to 55 kilograms in nine months, Edwards said.

Several other survivors of Russian captivity admitted that they lost consciousness from beatings and electric shocks, as well as memory loss due to torture, the UN rapporteur said.

- On September 9, the Ukrainian Interior Ministry said that in the liberated territories found 80 Russian torture rooms. The occupiers kept Ukrainians there in inhumane conditions.

- Prosecutor General Andriy Kostin earlier said that the Russian Federation had built a developed system of torture and ill-treatment of Ukrainians. About 90% of POWs went through torture, rape or threats of sexual violence.

- Russian military in intercepts openly admit to war crimes against Ukrainian civilians and P OWs. The military, according to them, are simply shot, considering them "superfluous cargo".
