The first person to notice the inappropriate man was a security guard at about 2:45 a.m. local time. He heard the phone ringing, went to check and turned off the sound, but saw a foreigner hiding near the elevator on the ground floor. The security officer tried to detain the intruder, but he fled up the stairs to the upper floors.
The police were called to the scene. At that moment, the Russian had already broken the glass door of the governor's office. Law enforcement officers found long traces of blood on the floor in front of the office. Under the assistant governor's desk was a fire axe, also covered in blood. The police took photos and collected evidence.
Meanwhile, the Russian citizen fled the scene on a motorcycle he had stolen from a local resident. Later, the police did detain the madman and took him to a psychiatric hospital with a preliminary diagnosis of mental disorder.
As OBOZ.UA wrote, earlier in Thailand, on the island of Koh Samui, an offender who had overstayed his visa by 20 months was detained. It was 41-year-old Russian Dmitry Odintsov, who also ran an illegal business. The citizen of the aggressor country faces a lifetime deportation.
