Russian massive attacks on Ukrainian civilian infrastructure, such as the shelling on the morning of January 23, are an attempt by the aggressor country to lower the morale of Ukrainians. The occupiers are trying to "break the will of the Ukrainian population and its defense."

The attacks of the Russian Armed Forces against Ukraine were commented on by the White House National Security Council Coordinator John Kirby, speaking at a briefing on Tuesday, January 23. The event was broadcast on the Joe Biden administration's YouTube channel.

The Washington official did not rule out that Russian dictator Vladimir Putin may be deliberately using such tactics.

"Attacks on civilian infrastructure, residential buildings and neighborhoods are something Putin has not shied away from in the past. He wants to break the will of the Ukrainian population and its defenses," Kirby said.

Commenting on the situation in general, the official said that he did not see "much movement on the frontlines" in Ukraine and "neither side is making much progress."
