"We are ready for real diplomacy": Zelenskyy spoke at the European Council meeting and announced the points of the Victory Plan. Video and all the details

On October 17, President Volodymyr Zelenskyy attended a meeting of the European Council in Brussels, Belgium. He presented to the European partners the Victory Plan of Ukraine, which, according to him, can end the war "no later than next year."

"We need to strengthen ourselves now. The victory plan is designed for this moment. And I urge all of you to help implement it. If we start now and follow it, we will be able to end this war no later than next year," Zelenskyy said.

According to him, Russia will be forced to follow the diplomatic path only when it realizes that it will not achieve anything by force, and this document is exactly what is needed for this.

Point one of the Plan – NATO

As explained by the President, the aggressor country Russia has been using geopolitical uncertainty caused by the fact that Ukraine is not a member of NATO for decades. Therefore, it will be crucial to immediately invite Ukraine to join the Alliance.

"For Ukraine, NATO membership also means the inevitability of European integration and the undeniable path of democracy in the country. The invitation will strengthen our diplomatic position. And this will be one of the main arguments for ending the war," Zelenskyy said.

Point two – defense

The President emphasized that the Ukrainian Defense Forces must continue to put pressure on Russia on the battlefield. It is realistic for them to hold positions at the front on their territory while bringing the war back to Russia, "so that Russians feel what war is and begin to hate Putin for it."

He noted that Kyiv has a clear list of weapons that could make such pressure on the aggressor possible. The Ukrainian Armed Forces have already set an example with the Kursk operation.

"That is why we need to equip our brigades, remove all restrictions, invest in the Ukrainian defense industry and joint production, and saturate Ukraine with air defense as soon as possible," the Ukrainian leader added.

Point three – real pressure

Zelenskyy explained this point by the "Peace through Strength" approach, which means a corresponding missile package. Kyiv presented all the details to partners who can do this: The United States, the United Kingdom, France, Italy, and Germany.

"Of course, we want to share with all the leaders who are ready to support us in this case. Putin should respect our strength, not make the free world tremble at his threats. And we can use the deterrence package only if Russia does not stop the war," the President said.

Point four – protection of critical resources

Zelenskyy noted that Ukraine has critical resources worth trillions of dollars, and Russia wants to take them away. These include titanium, uranium, lithium, graphite, manganese, and many other things that should not fall into the hands of the aggressor or its allies.

Therefore, Kyiv proposes to its key partners-the EU, the US, and our common global allies-to conclude a special agreement on the protection of Ukraine's critical resources, joint investments, and channeling of the corresponding economic potential for overall growth. Such an agreement "should include strong enough sanctions to prevent Russia from playing us."

Point five – exchange of military experience

The Ukrainian leader emphasized that after this war, the country will have hundreds of thousands of equipped soldiers with modern combat experience. Ukraine proposes to support the forces of the allied countries with its own – replacing some of the American contingents with Ukrainian soldiers.

"But for this, of course, we need to win," he reminded.

At the end of his speech to the EU leaders, Zelenskyy said that Ukraine was ready for real diplomacy, but it had to be strong to do so, so he counted on the support of his partners.

"A forcibly imposed truce instead of a just peace has never ensured security. No one is happy when war returns. "The Victory Plan is a bridge to a successful second Peace Summit. You can help make it a reality. And this will protect not only Ukraine but also other regions and other partners that are in Russia's sights," the President noted.

He expressed gratitude for the sanctions against Russia, investments, and joint work with partners to develop Ukraine's defense production; for all forms of support for the stability of the state.

"Russia must pay and take responsibility for the destruction it has caused. Together we can and must bring peace closer... Glory to Ukraine!" Zelenskyy summarized his speech.

According to him, Western partners responded to the Plan with a practical approach, and now the teams are focused on working out the details of effective support.
