According to eyewitnesses, the explosion occurred at about 10:27 a.m. in the center of Taganrog on Gogolevsky Lane. Russians complain that there was a "loud bang" in the Western District that could be heard throughout the city.
Some expressed hope that the explosion was the result of air defense.
