It is subordinate to Putin and supports the war against Ukraine: EU sanctions Russia's financial intelligence unit

The European Union (EU) has imposed restrictions on Rosfinmonitoring and its head, Yuri Chikhanchin, in the 12th package of sanctions against Russia. Thus, the EU sanctions targeted Russia's financial intelligence unit, which is directly subordinate to Russian President Vladimir Putin and supports Russia's aggressive actions.

This is stated in the EU Council Decision (CFSP) 2023/2871, published in the EU Official Journal. This document, among other things, contains lists of individuals and legal entities subject to sanctions under the 12th package.

The reasons for the inclusion of Rosfinmonitoring and its head in the sanctions list include: "Rosfinmonitoring is a Russian federal executive body established by a decree of the President of the Russian Federation in 2001, responsible for combating money laundering and terrorist financing. All activities are under the direct supervision of the President of the Russian Federation Vladimir Putin".

It is noted that since the beginning of Russia's aggressive war against Ukraine, Rosfinmonitoring has been cooperating with the Russian Ministry of Defense on a project of banking and treasury support for the implementation of the so-called new "State Defense Order" of Russia, introduced after the outbreak of war to militarize the Russian economy. Rosfinmonitoring:

• consistently adds individuals and organizations deemed critical of the Kremlin to its "terrorism and extremism" register, including journalists and Western social media platforms;
• essentially supports and enjoys the support of the government of the Russian Federation, which is responsible for the occupation of Crimea and destabilization of Ukraine.

As reported by OBOZ.UA, as part of the 12th package of sanctions against Russia, the EU for the first time prescribed a mechanism for confiscating Russian assets. However, there is no mention of their transfer to Ukraine.
