Zelenskyy spoke about Ukraine's victory plan, which he wants to show Biden, and the second Peace Summit

Ukraine will prepare a detailed plan to end the war by the second Peace Summit. It must be attended by representatives of the Russian Federation, because it is "very difficult" to end the hostilities diplomatically without the aggressor country, and this was also requested by the participants of the first summit.

A corresponding statement was made by President of Ukraine Volodymyr Zelenskyy in an interview with NBC News published on September 5. In particular, he said that a plan to end the war would be prepared together with partners who supported the communiqué of the first Peace Summit.

"We will work out every point of these crises that Putin has brought. We will work out our option for ending the war," the president said.

Zelenskyy added that Ukraine understands that it is "very difficult" to end the war diplomatically without Russia, so the second summit should include representatives of the aggressor country.

This was also requested by the participants of the first Peace Summit, he said.

"All countries asked us to have representatives of Russia at the second summit. We said: we don't mind, we understand everything, we will prepare a plan and invite them," the head of state said.

What is the plan to end the war in Ukraine

According to Zelenskyy, Ukraine's victory plan should show whether its allies are ready for Kyiv to win or whether they only want to contain Kremlin dictator Vladimir Putin. Ukrainians should know the answer to this question, the president said.

"I wanted to show the victory plan to President (US – Ed.) Biden. But I wanted to show it after we had success in the Kursk region. That's why I hadn't done it before. And that's why I will definitely show it to him. Our understanding of how things should be, how Ukraine can win," Zelenskyy said.

The plan stipulates that it can be implemented thanks to Ukraine's partners, not thanks to Russia's willingness or unwillingness. This "feature" was important so that no one would later ask whether the Kremlin would "go for it," the president said.

"This plan does not depend on them (Russia – Ed.). And this is the choice of our partners. Either they agree that Ukraine will win, or they are not ready for our victory but are only ready to contain Putin. And I want to find this answer for our people as well. It is very important for these people," Zelenskyy said.

The President also added that, in his opinion, the victory plan is subjective and does not depend solely on Ukraine.

In this regard, the head of state cannot be sure that Ukraine will be able to implement it.

"But it seemed to me that this plan was correct. And the first part of it was a response operation, part of which you saw in the Kursk region," he explained.

Points of the 4+1 plan

Zelenskyy explained that the Ukrainian victory plan is "4+1". Four points are what is necessary, and one should be implemented after the war.

"That is, the basic plan is four points. I will not tell you all the details. I will talk about all the details with President Biden," Zelenskyy said.

As OBOZ.UA previously reported, on September 5, Putin said that Russia's primary task is the alleged "liberation" of Donbas, and Ukraine is allegedly trying to distract Russia from this goal by attacking the Kursk region, unsuccessfully and allegedly to its detriment. Putin also declared his readiness to negotiate with Ukraine based on the Istanbul agreements.

The ISW also stated that the Ukrainian Armed Forces are advancing further into Kursk, and have recently been successful southeast of Durivka and Korenevo. The Russians withdrew in Malaya Lokna, and fighting continued in the Korenevo and Sudzha areas.

On September 4, Zelenskyy said that the operation in Kursk region gives Ukraine not only a fund for exchanging prisoners with Russia, but that the Ukrainian military has been assigned several tasks, and they are all being fulfilled.
