Russia's decision to send athletes to the 2024 Olympic Games in Paris, where they will be able to compete only in individual events and under a neutral flag, will allegedly not be made by dictator Vladimir Putin. The latter instructed the relevant minister and the head of the Russian Olympic Committee (ROC) to "submit proposals".

This is stated in an article by Sports.ru. At the same time, journalists have no doubt that Russian officials will announce their refusal to participate in the main start of the quadrennial, but this will be advisory and "neutral" athletes will make their own decisions.
