Russia's decision to send athletes to the 2024 Olympic Games in Paris, where they will be able to compete only in individual events and under a neutral flag, will allegedly not be made by dictator Vladimir Putin. The latter instructed the relevant minister and the head of the Russian Olympic Committee (ROC) to "submit proposals".
This is stated in an article by Sports.ru. At the same time, journalists have no doubt that Russian officials will announce their refusal to participate in the main start of the quadrennial, but this will be advisory and "neutral" athletes will make their own decisions.

"An important note: any decision by officials will not be considered a boycott of the Olympic Games. You cannot boycott an event to which you have not been invited. And the ROC has not received an invitation to Paris and probably will not receive one," the observers emphasized.
