In October, Ukrainians receiving social benefits in Poland will lose financial support for young children (rodzinny kapitał opiekuńczy). Instead, in October, the government will launch a program of three new payments for families with children.

Starting October 1, Ukrainians in Poland can apply for the Aktywny Rodzic family support program. However, these payments are not additional monetary charges but modify the existing social assistance system.

The payments will be granted regardless of the family's income, and they are not subject to taxation. There are three types of payments:

  • aktywni rodzice w pracy (active parents at work) – a completely new type of financial support for families with children;
  • aktywnie w żłobku (active in nursery) – a program that will replace the current Dofinansowanie pobytu w żłobku payments;
  • aktywnie w domu (active at home) – a program that will replace the payments of the family guardianship capital (Rodzinny kapitał opiekuńczy).

At the same time, the Polish Social Insurance Institution (ZUS) has warned that Ukrainians with PESEL UKR can only apply for one payment – aktywnie w żłobku. To do this, they need to:

  • provide evidence that they arrived in Poland in connection with military operations;
  • have legally resided in Poland as a person with UKR status for a continuous period of at least 365 days (applies to both adults and children).

From October 1, 2024, the amount of the pension and the allowance will be as follows:

  • PLN 1500 (UAH 16,177) per month per child,
  • PLN 1900 (UAH 20,491) per month per child, if there is a disability certificate indicating: the need for constant or long-term third-party care or assistance from another person due to a significant limitation of self-care, or the need for constant daily participation of the child's guardian in the child's treatment, rehabilitation and education.

As OBOZ.UA previously reported, starting August 1, the Czech government will increase payments for Ukrainian refugees to 6000 CZK (UAH 10,510) for vulnerable categories and 4000 CZK (UAH 7,000) for others, and starting September 1, it will reduce the period of free housing to 90 days for all refugees. This decision has drawn criticism as it could leave many homeless and facilitate illegal employment.
