The US Senate did not support the bill on aid to Ukraine: what does it mean

On December 6, the U.S. Senate failed to consider President Joe Biden's request for a joint $106 billion aid package for Ukraine, Israel, and Taiwan. It did not receive enough votes to begin work on its consideration.

This was reported by The Guardian, noting that 60 votes were needed to begin work on the bill. During the procedural voting, 49 votes were cast in favor of its consideration, and 51 votes were cast against.

As you know, Democrats and Republicans cannot find a compromise on the issue of security on the southern border of the United States with Mexico, which is also part of the package of bills.

The Republican Party is demanding a tougher policy toward migrants. Among the demands are measures that would strengthen the security of the US border to prevent illegal migration, as well as measures against migrants who do not apply for asylum.

Back on October 20, US President Joe Biden made a request to Congress for $106 billion to help Ukraine and Israel. Of this amount, $61.3 billion was to be used to help the Armed Forces.

The package also includes $14 billion for Israel, approximately $14 billion for immigration priorities, and $10 billion for humanitarian aid.

The fact that the U.S. Senate blocked a bill supporting Ukraine and Israel in a procedural vote does not preclude its reintroduction in the near future. This belief was expressed by Ukraine's Ambassador to the United States Oksana Markarova on Facebook.

"As we predicted, the Senate did not support the end of debate on the bill on the international aid package. Today, 51 senators (49 Republicans, one independent (B. Sanders) and one Democrat (leader Chuck Schumer, who voted last when the outcome was clear) voted against ending debate on the bill," she wrote.

However, according to her, this does not preclude the possibility of a second presidency in the near future. Markarova emphasized that at all the meetings, the senators assured the Ukrainian side that this vote was not a vote against Ukraine. In addition, the internal political events taking place in the US Congress will not have an impact on the continuation of support for Ukraine, which will be extended due to bipartisan unity.

"That is why we continue to work actively with our colleagues and based on very productive meetings these days, we hope that before Christmas, the Congress will support an agreed package that will include defense, budget, humanitarian and energy assistance for Ukraine for 2024," the diplomat emphasized.

Earlier, Biden demanded that Republicans pass a law to allocate money to help Ukraine. The US President called for doing the right thing, supporting the people of Ukraine and opposing Putin's tyranny.

He also called the prospect of the United States refusing to help Ukraine an "absolute mistake" and "insanity". According to the head of state, such a step is contrary to the interests of the United States, so Biden assured that his administration will continue to seek the allocation of funds, which is currently being blocked at the level of the US Congress.

And US Secretary of State Anthony Blinken said that the United States must continue to support Ukraine so that Russia will be defeated in the war. Stopping such support means allowing Russian dictator Putin to act with impunity, which in turn will open a Pandora's box of aggression around the world.
