Moldova withdraws from the CIS disarmament agreement: what it means

Moldova will terminate the agreement signed within the Commonwealth of Independent States (CIS) on the establishment of the Joint Consultative Commission on Disarmament. On Monday, 14 August, the country's Cabinet of Ministers approved the denunciation of this document.

This was reported on the website of the Ministry of Defence of Moldova. It noted that Chisinau did not comply with the provisions of the CIS agreement.

"The agreement concluded in Bishkek on 9 October 1992 was not implemented by our state in view of the fact that at the time of the establishment of the Commonwealth of Independent States, the Republic of Moldova excluded cooperation in the military and political sphere, which contradicts the principles of sovereignty and independence of our state," the statement said.

The ministry added that Moldova ensures the fulfilment of its international obligations in terms of legal restrictions on arms and military technology. To this end, Chisinau is implementing the provisions of the Treaty on Conventional Armed Forces in Europe of 1 July 1992 and the Vienna Document 2011 on Confidence and Security Building Measures.

Earlier, on 20 July, the Moldovan parliament approved in the second reading the draft denunciation of the Convention on the Interparliamentary Assembly of the CIS. The PAS MPs also denounced the CIS Agreement on Cooperation in the Field of Prevention and Elimination of Consequences of Natural and Man-made Disasters.

The Moldovan authorities also plan to terminate agreements on mutual assistance in the event of accidents and other emergencies at power plants in the CIS countries, on the return of cultural and historical property to the states of origin, on strategic forces, on the armed forces and border troops, and on cooperation in the field of labour protection, NewsMaker reports.

As OBOZREVATEL previously reported, Moldova has officially terminated cooperation between its Information and Security Service (SIS) and the Federal Security Service (FSB) of the Russian Federation. Legally, the agreement was denounced on 31 July 2023.
