Russia has begun to roll out the theme of"negotiations" with Ukraine. And the Kremlin wants to "negotiate" by leaving behind the already captured territories of Ukraine.

To strengthen its "negotiating" position, Russia has launched an offensive in the Kharkiv region as a "concession" Moscow may offer to leave the border of this region alone. This opinion was expressed by Andrii Kovalenko, head of the Center for Countering Disinformation, which operates under the National Security and Defense Council.

"Russia is predictably starting to use the topic of "negotiations". Putin's statement that they are possible without the withdrawal of Russian troops is a bargaining, and he is ready to put the border of the Kharkiv region on the table, as well as signal that if you don't want to, I will go to other regions," Kovalenko said.

However, in the case of such threats, he added, it is important to understand how much substance they have. And Moscow's hints about its readiness to occupy Sumy and Kharkiv are pure bluff.

"The truth is that the Russians lack men and equipment. An offensive on Kharkiv and Sumy is a bluff, it is impossible, only actions in the border regions. And the main hope of the Russians is that by stretching our forces, they will advance in the east. Our key task is to survive. This is the task for this year. It is clear that there will be no negotiations. Russia needs negotiations only to pause and accumulate forces," Kovalenko emphasized.

Earlier it was reported that Putin issued a cynical statement about negotiations with Ukraine. He said that Russia had allegedly never refused to negotiate and even fulfilled the "necessary conditions": in particular, it "withdrew its troops from Kyiv."

According to the dictator, Russia allegedly wants "a comprehensive, sustainable and just settlement of this conflict by peaceful means" and is ready for a dialogue "on Ukraine." At the same time, he said, the negotiations should take into account the interests of all countries involved in the conflict. It is about global stability, about security guarantees "for both the opposing side" and for the Russian Federation itself. In addition, Putin rejects the option of withdrawing Russian troops from the occupied Ukrainian regions.
