In Ukraine, in parallel with the work on the main draft law on mobilization, the concept of an economic reservation model is being developed. No specific regulations have been approved yet - the Verkhovna Rada Committee on Economic Development is currently tasked with studying the issue, including the financial and economic impact of mobilization.

The initiators also want to create the possibility of economic booking in addition to the mechanisms proposed by Government Resolutions #76 and #45. To discuss the details, on April 1, Dmytro Natalukha, chairman of the Verkhovna Rada Committee on Economic Development (author of the economic reservation model), met with representatives of the European Business Association. This was reported on the association's website.

Currently, about 540,000 people have been reserved for mobilization. Most of them are in the energy sector, agriculture, industry, manufacturing, and transportation. The biggest mobilization burden is on white businesses that employ people officially. About 2.7 million men aged 25-60 are officially employed, and 600,000 are active sole proprietors. At the same time, about 1 million men are likely to be in the shadow sector, as the state has no information on their employment.

The parliamentary committee proposes to shift the mobilization burden to the shadow economy. Economic reservation would provide an additional opportunity for white businesses to book the necessary employees.

According to the model, businesses would be able to book up to 50% of the employees liable for military service. The booking condition is the absence of tax debts and payment of the military fee for each employee according to the formula: 1.5% of the salary + a fixed rate of UAH 20 thousand per month. Strategic enterprises remain subject to Resolution No. 76.

How do they propose to make reservations?

1. Payment of the fee

The company enters information about employees on the electronic portal, provides a receipt of payment of the fee (for sole proprietors - a certificate of cash flow).

For individual entrepreneurs, an additional requirement may be introduced - to provide a certificate of turnover in the amount of at least 3 months of booking (to confirm real activity).

2. Verification

The tax authorities confirm the absence of debts online, and the booked room is checked. The person receives a yellow QR code confirming the booking procedure. Within 60 days, you need to update your data in the ASC to validate the reservation.

3. Updating data

The booked person visits the ASC, where they update their data and validate the reservation. After that, they receive a green QR code.

As OBOZ.UA wrote:

- The draft law No. 10449 on mobilization will be submitted to the session hall of the Verkhovna Rada for voting approximately in mid-April. The document will come into force a month after its adoption, but it is not known how long it will take.

- A poll conducted in March 2024 shows that public attitudes toward mobilization in Ukraine are currently extremely controversial.
