As of today, Ukraine's population is 35.8 million, meaning that since 2022 it has decreased by more than 6 million. And by 2051, the number of people living in our country may decrease to 25.2 million.
The reason for this decline in Ukraine's population is the war with Russia. This was reported by the Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets, citing data from the Institute of Demography and Quality of Life Problems of the National Academy of Sciences.
He noted that such a difficult demographic situation requires a response from the state, so in 2023, the Law "On Amendments to Certain Laws of Ukraine on Ensuring the Right of Military Personnel and Other Persons to Biological Paternity (Maternity)" was adopted.
It created state guarantees for Ukrainian defenders of Ukraine to have children if they sustain injuries that affect their reproductive functions. It is about the storage of their reproductive cells, which is paid for by the state.
"However, in the event of the death of servicemen, the cells are subject to disposal, which caused a public outcry due to the inconsistency with Article 16 of the Constitution regarding the preservation of the nation's gene pool. To resolve this issue, I, as the Ukrainian Parliament Commissioner for Human Rights, proposed to allocate funds in the budget for the cryopreservation of reproductive cells," the Ombudsman wrote.
The state budget for 2024 did not provide for such expenditures. However, Lubinets's proposals have now been taken into account and the state budget for 2025 provides for funds for cryopreservation and storage of reproductive cells of the military, even in the event of their death.
As OBOZ.UA previously reported, experts from the Institute of Demography and Quality of Life Problems of the National Academy of Sciences of Ukraine noted that the main reasons for the decline in Ukraine's population will be war, migration, low birth rates, high premature mortality, and several other factors. To minimize the consequences of a possible crisis, the Cabinet of Ministers has approved a demographic development strategy for the period up to 2040.
