Ukrainians will be fined for "illegal" uniforms: how much will they have to pay and for what
In Ukraine, the fine for illegal wearing of military uniforms ranges from UAH 2,550 to UAH 6,800, depending on the violation, with confiscation of the uniform. Repeated violations are punishable by higher fines or community service.
OBOZ.UA has figured out what Ukrainians may face for illegally wearing military uniforms. On June 6, 2019, the Verkhovna Rada of Ukraine adopted Law No. 9217, which regulates administrative and criminal liability for illegal actions regarding military uniforms, state awards, burial sites and monuments dedicated to the defenders of Ukraine.
Ukrainian legislation stipulates that only certain categories of persons are allowed to wear military uniforms, their elements or insignia . These are military personnel, cadets, reservists, persons liable for military service during training, lyceum students and retirees with the right to wear uniforms. Illegal use of uniforms is an administrative offense:
- a warning or a fine of UAH 2,550 to 3,400 with confiscation of the uniform is provided for the first offense;
- repeated violations within a year result in a fine of UAH 3,400 to 6,800 or community service for 30 to 40 hours.
The police have the right to check the documents of persons wearing military uniforms and draw up reports on violations. The law also establishes fines for illegal trafficking of state awards:
- buying, selling or exchanging awards is punishable by a fine of 850 to 1,700 UAH with confiscation;
- illegal manufacture or sale of awards will cost the offender UAH 1,700-3,400;
- repeated violations will result in fines twice as high.
These measures are aimed at preserving the authority of state awards and preventing their commercialization. One of the most important provisions of the law is the establishment of criminal liability for desecration of monuments and burial sites of Ukraine's defenders. Such actions are punishable by
- restriction of liberty for a period of 3 to 5 years;
- imprisonment for the same period in case of serious offenses.
These changes are intended to protect the historical and cultural heritage associated with the exploits of the Ukrainian military. The law clearly defines that the right to wear military uniforms is granted to:
- military personnel of the Armed Forces of Ukraine and other formations;
- reservists and persons liable for military service during training
- cadets of military educational institutions;
- students of military lyceums;
- persons discharged into the reserve or retired, if they have such a right.
As OBOZ.UA reported earlier, Ukraine may start fining drivers for driving on summer tires in winter. It is expected that the penalty will be 340 UAH for cars and 8,500 UAH for trucks and buses.
