Ukrainians are fined for violations with passports and incorrect "registration": what rules apply

Ukrainians are required by law to have a valid passport. You can be punished not only for your passport but also for living without registration (the so-called "residence permit").

As stated in the explanation of the State Migration Service in Chernivtsi region, which was published by a local publication, following the requirements of parts 1, 2 of Art. 21. of the Law of Ukraine "On the Unified State Demographic Register and Documents Confirming Citizenship of Ukraine, Identifying a Person or His/her Special Status":

  • a passport of a citizen of Ukraine is an identity document confirming the citizenship of Ukraine.
  • Every citizen of Ukraine who has reached the age of fourteen is obliged to obtain a passport of a citizen of Ukraine.
  • At the same time, according to the requirements of Article 197 of the Code of Ukraine "On Administrative Offenses":

Residence of citizens required to have a passport of a citizen of Ukraine without a passport of a citizen of Ukraine or with an invalid passport of a citizen of Ukraine, as well as residence of citizens without registration of their place of residence, shall entail a warning.

The same actions committed by a person who has been subjected to an administrative penalty for violations under part one of this article within a year shall result in a fine of one to three tax-free minimum incomes (as of the current date: UAH 17-51).

Thus, the law obliges a person to obtain a passport of a citizen of Ukraine when he or she reaches the age of 14. After all, this is not a person's right or desire (as in cases of obtaining a foreign passport), but a direct obligation of every citizen.

At the same time, under martial law, many teenagers who find themselves abroad when they reach the age of 14 do not always have the opportunity to obtain their first Ukrainian passport. As a reminder, Ukrainian consular offices abroad do not provide this administrative service.

As OBOZ.UA previously reported, all Ukrainian banks, according to the NBU resolution, are obliged to publish the essential characteristics of the loan (passport) and provide them at the request of the client. The characteristics include the real interest rate, all possible fines, loan term, and amount. Most banks publish the document with the characteristics in the least visible place on their website: at the very end of the page.
