Digital consular services will be significantly expanded for Ukrainians abroad in 2025. In particular, the Ministry of Foreign Affairs (MFA) intends to launch automated notarial services in all Ukrainian institutions abroad. In addition, it intends to introduce courier delivery of passports by Nova Poshta.

This was reported by the Ministry of Foreign Affairs itself. They noted that this means that in the e-Consul system, it will be possible to choose the type of power of attorney or application required, add information if necessary, and during a visit to the consul "you will have a document ready for signing."

In addition, it is noted that within six months, new digital services will appear in e-Consul, which will cover the most popular services. At the same time:

  • In February, courier delivery of passports at an affordable price will be introduced in several countries in cooperation with Nova Poshta.
  • In the spring, the Ministry of Foreign Affairs plans to start issuing driver's licenses abroad.

In addition, in the second half of 2025, a comprehensive service for registering a child's birth abroad should be launched. It will include:

  • state registration of birth;
  • acquisition of Ukrainian citizenship by birth;
  • registration in the State Register of Individual Taxpayers;
  • registration of the child in the Unified State Demographic Register.

"In the same period, Ukrainian diplomatic missions should be able to issue a tax number (RNOKPP) and an ID card. ... The Foreign Ministry plans to introduce other new tools to simplify access to consular services, which will be announced this year," the Foreign Ministry said.

How much does it cost to get a passport?

At the same time, the first issuance of an ID card (upon reaching the age of 14) in Ukraine, according to the State Enterprise "Document", costs 650 UAH. At the same time:

  • Exchange of a 1994 passport ("booklet") for an ID card - UAH 1,280 in the usual way and UAH 1,578 in an urgent manner.
  • Exchange of ID-cards - UAH 1,280 in the usual way and UAH 1,578 in an urgent manner.

As reported by OBOZ.UA, upon reaching 25 and 45 years of age, Ukrainians must paste new photos that correspond to their age into their passports in the form of a booklet - 1 month is allotted for this. If the photo is not pasted into the old passport in time or replaced with a new one, it is considered invalid, and this can result in a fine of UAH 17 to 51.
