"The largest external cyberattack in recent times": the Ministry of Justice reports a failure in the work of state registers

On Thursday evening, December 19, the Ministry of Justice of Ukraine announced the largest external cyberattack on Ukraine's state registries in recent times. The attack was carried out by the Russians to disrupt the critical infrastructure of the state.

Some services in the Diia app are also down due to the failure. The head of the agency, Olha Stefanishyna, said that specialists are working in an intensified mode to gradually restore access to the registers.

As previously reported on the agency's Facebook page, there was a large-scale failure at the level of the network infrastructure serving the registries.

The unified and state registers, the creation and maintenance of which falls within the competence of the Ministry, as well as the websites of the Ministry of Justice, the state enterprise National Information Systems, and the call center, are not working.

Stefanishyna said that the State Register of Civil Status Acts, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Rights to Real Estate and Their Encumbrances will be restored first.

The time for priority restoration will be approximately 2 weeks. Citizens will be informed about the specifics of service provision tomorrow during the day.

"The enemy is trying to use this situation in its information operations to sow panic among citizens of Ukraine and abroad. I thank citizens for their understanding. We will inform you about all important updates additionally," she wrote.

It should be noted that Russian hackers claimed to have attacked the digital databases of the Ministry of Justice of Ukraine, downloaded information, and deleted it. OBOZ.UA asked the Security Service of Ukraine for a comment. More details will follow later.

At the same time, the Diia app reported that due to updates to the state registers of the Ministry of Justice and technical work, some services are temporarily unavailable. They reminded us that Diia does not store personal data, but only pulls information from the registers, so some services are currently unavailable.

These include:

– services of individual entrepreneurs and LLCs;

– car re-registration;

– booking of employees;

– eRestoration;

– extract from the USR;

- act records;

- reports on damaged/destroyed property, as well as other services related to the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations, the State Register of Civil Status Acts, the State Register of Property Rights and the State Register of Encumbrances on Movable Property.
