Schedules are not in effect: Ukrainians are being cut off in emergency mode, situation in regions
On the night of March 24-25, Russia attacked two power substations in southern Ukraine with drones. Emergency blackouts were introduced in Odesa and Odesa region, as well as Kryvyi Rih, with no scheduled power outages and suspension of public transportation. Blackouts are also still in place in Kharkiv and Kharkiv Oblast for consumers who are already connected to the grid after previous shelling. In Kryvyi Rih, emergency blackouts were canceled on 25 March.
Repairs are underway, and there is no current shortage in the system. According to the Ministry of Energy, the nighttime strikes hit energy facilities in Odesa region. In addition, the enemy attacked a substation in Mykolaiv region, but no blackouts have been reported in Mykolaiv region.
"The enemy attacked power facilities in Odesa region – emergency blackouts have been introduced in the region... Power engineers continue to work to eliminate the consequences of the enemy attack on energy facilities. The system is working in a balanced manner, there is no shortage of electricity yet," the statement said.
The Ministry of Energy also clarified that one of the thermal power plants has shut down its generating equipment for technological reasons. At the same time, a thermal generation unit is being put back into operation after emergency repairs. Commercial electricity imports are also planned.
"The enemy continues to target our energy infrastructure. At night, Russian UAVs attacked two substations in the southern region. Due to the damage to equipment in Odesa and Odesa region, power companies are forced to increase the periods of consumption restrictions, Ukrenergo also reported on the morning of March 25.
Power outages: situation in the regions
Dnipropetrovsk region: power outages in Kryvyi Rih are over
In Kryvyi Rih and the district, emergency blackouts were applied since the evening of March 24, not according to the schedule. However, according to local residents on social media, the situation has improved significantly overnight, and consumers did not notice any serious power outages in the morning.
At around 11:45 a.m., emergency blackouts were officially canceled. "Power engineers have managed to stabilize the situation in Kryvyi Rih and Kryvyi Rih district after the shelling by Russian occupants. All homes are now back in power," DTEK said.
Blackouts in Odesa and Odesa Oblast
After a nighttime attack by enemy drones in Odesa region, a Ukrenergo substation was damaged. As a result, 195 thousand of consumers lost power.
"To reduce the load on the grid, power engineers are forced to use emergency power outages in the region... If the power equipment and networks cannot withstand the load, the number of de-energized consumers may increase. Also, as a result of the strike in Odesa region, a wind farm and a local thermal power plant were shut down," the Ministry of Energy said.
In particular, residents of Peresypskyi district in Odesa were left without electricity, DTEK Odesa Power Grids said. In a few hours, the company managed to restore power to critical infrastructure in the area.
Electric transport is also not running in Odesa. Local media reports that huge queues have formed at bus stops in the morning and taxi prices have risen.
"To reduce the load on the grid, all city electric transport will not work today, and industrial power consumption is also limited. We urge entrepreneurs to limit the use of facade and signage lighting, and household customers to use energy-intensive appliances in turn, especially during morning and evening peak hours," the power company said.
Overall, the situation in the region remains difficult, with high-voltage facilities unable to deliver all the power the city needs. "DTEK Odesa Power Grids is forced to apply emergency blackouts in Odesa and Odesa district. That is, the schedules are not in effect," the company added.
Schedules of power outages in Kharkiv and the region
In Kharkiv, as of the evening of March 24, only 40% of consumers had electricity. Therefore, from March 25 to March 31, a strict schedule of outages is in effect for such consumers:
- In Shevchenkivskyi and Kyivskyi districts, electricity supply will be cut off from 9:00 to 15:00;
- in Slobidskyi and Osnovianskyi districts – from 15:00 to 21:00;
- in Saltovskyi, Nemyshlyansk, and Industrial – from 21:00 to 03:00;
- in Kholodnohirsk and Novobavarsk – from 03:00 to 9:00.
Restrictions have also been imposed in Kharkiv region, according to the regional power company's website. In particular:
- in Merefianska and Liubotynska ATCs, electricity will be cut off from 9:00 to 11:00;
- in Zmiivska ATC and Balakliyska ATC – from 11:00 to 13:00;
- in Chuhuivska ATC, Iziumska ATC – from 13:00 to 15:00;
- in Bohodukhivska and Dergachivska ATCs – from 15:00 to 17:00.
Power outages in Khmelnytskyi region
All consumers in Khmelnytskyi region are supplied with electricity. However, during the hours of peak electricity consumption (in the morning and evening), grid restrictions may be introduced, power engineers warned. "Currently, hourly blackouts are not applied!" the regional power company's website says.
Ukrenergo also reminded that the outages are necessary not only for repairs but also to protect the surviving equipment from loads that could cause additional technological damage.
According to Ukrenergo CEO Volodymyr Kudrytskyi, the company's losses from the attacks of Russian troops on Ukraine's power system in recent days have already reached about 90-100 million euros. "According to preliminary estimates, the check for damages that we will present to the enemy for the recent attacks reaches at least 90-100 million euros if we talk only about Ukrenergo's high-voltage equipment," Kudrytskyi wrote.
As OBOZ.UA reported earlier, Kharkiv Mayor Ihor Terekhov said that Russian strikes had destroyed the city's thermal power plant and all transformer substations. Water supply was restored on March 23, but problems with electricity continue.
On March 25, the Kharkiv subway was reopened. The subway is running on all lines, with a 20-minute interval.
