Poland prepares mass inspections: Ukrainian carriers warned of strict rules

Starting from January 13, 2025, the Polish Tax Administration will start inspecting Ukrainian carriers. For unimpeded entry, it is necessary to register the transportation in the RMPD register, check the accuracy of all data, and enable geolocation.

This was reported by the State Customs Service of Ukraine. The introduction of these rules is aimed at strengthening control over the transportation of goods, combating smuggling, and ensuring compliance with customs legislation.

What is the RMPD register and why it will be checked

The Register of International Road Transport RMPD (Rejestr Monitorowania Przewozu Drogowego ) is a mandatory electronic database that tracks transport operations within Poland and in international transportation. According to Polish law, all carriers entering Poland are required to register their transportation in advance in the PUESC system (the platform for electronic services of the customs and tax authorities).

The purpose of the registry is to ensure transparency of cargo transportation, sender and recipient of goods, and to allow customs authorities to quickly verify information. Starting from January 13, this system will be key to monitoring compliance with customs requirements.

Key requirements for carriers

  • mandatory registration in the RMPD register: before entering Poland, each carrier must register a transport message on the PUESC.GOV.PL platform. Without prior registration, the freight transport will not be allowed to clear customs, and violation of this requirement may result in significant fines;
  • verification of all data in the RMPD report: the driver of the vehicle must verify the accuracy of all data entered in the register before traveling;
  • geolocation requirement: all vehicles must have geolocation enabled during transportation. This will allow Polish customs authorities to track the movement of cargo in real-time. The absence or disabling of geolocation can be considered a violation of the rules, which will lead to delays in transportation and possible fines.

Consequences of violation of the requirements

  • Delay at customs: if inconsistencies are found in the RMPD report, Polish customs authorities may detain the vehicle until all circumstances are clarified;
  • fines: significant financial penalties are imposed for violations of the registration and reporting requirements in the RMPD register. The amount of fines may depend on the nature of the violation and the volume of cargo transported;
  • entry ban: in case of gross or repeated violations, Polish authorities may temporarily ban the carrier from entering the territory of Poland.
