The Verkhovna Rada Committee on Energy has approved a draft law on the completion of construction of power units 3 and 4 at Khmelnytskyi NPP, which will increase the capacity of nuclear generation by 2200 MW. The new power units can be connected to the grid in 2.5-4 years.

This was reported by the Ministry of Energy of Ukraine. On June 17, the Verkhovna Rada Committee on Energy, Housing, and Utilities approved the government's draft law on the completion of the construction of power units 3 and 4 at the Khmelnytskyi Nuclear Power Plant (KhNPP).

Draft law No. 11146 has now been sent to the Verkhovna Rada for consideration. The adoption of this draft law will allow Ukraine to start work on the completion of power units, increase the capacity of nuclear generation by 2200 MW, and, accordingly, produce the cheapest type of electricity.

"This is a very important state decision. Even before the Russian aggression, nuclear generation was the backbone of Ukraine's energy sector, generating more than half of the electricity. If we already had at least one additional nuclear unit, which is 1.1 GW of capacity, then, accordingly, restrictions on electricity supply would be minimized or even eliminated. Therefore, it is very important to implement this project," said Energy Minister Herman Halushchenko.

He also noted that from the moment the draft law is adopted and signed by the President of Ukraine, power unit No.3 can be connected to the grid in 2.5-3 years, as its readiness is already up to 80%. "This is a very short period. If you look at the construction timeframes for nuclear reactors around the world, they are much longer," explained Galushchenko. Unit 4 can be completed and connected to the grid in 4 years. Work on both units will be carried out in parallel.

The Minister also noted that there is strong and systematic opposition from Russia aimed at disrupting the implementation of this project. However, Ukraine plans to use non-Russian fuel for the new reactors, which will increase the country's energy security.

Earlier, the decision to complete the construction of power units at KhNPP, together with Western partners, was supported by the Cabinet of Ministers of Ukraine. This project is in line with the Energy Strategy approved by Ukraine, as well as the position of the National Security and Defense Council and the President of Ukraine. At a meeting on April 2, the Cabinet of Ministers approved the draft law "On the Siting, Design and Construction of Units 3 and 4 of the Khmelnytskyi Nuclear Power Plant."

As noted by the Ministry of Energy, the construction of two nuclear power units will increase electricity production by 16,226 million kWh/year and electricity supply by 15,415 million kWh/year. The project is being implemented exclusively at the expense of Energoatom with the attraction of credit resources, without using funds from the state budget of Ukraine.
