Madrid, Spain, took the third place in the ranking due to its sustainability performance. By 2050, the city plans to become carbon-neutral with a car-free center and environmentally friendly transportation, Euromonitor International notes.

Other cities in the top ten are Amsterdam in the Netherlands (5th place), Berlin in Germany (6th place), Rome in Italy (7th place), Barcelona in Spain (9th place), and London in the UK (10th place). There are also three non-European cities among them: Dubai in the UAE (2nd place), Tokyo in Japan (4th place), and New York in the United States (8th place).

Vilnius, Lithuania, was the last city in the top 100 among European cities. It ranked 92nd, and this is the first time the city has been included in the ranking.

In particular, megacities were evaluated by 55 indicators to get an overall assessment of attractiveness. The categories included economic and business performance, tourism, infrastructure, tourism policy, health, safety, and sustainability.

Euromonitor International also noted that cities are revising their strategies to combat overcrowding after COVID-19 and introducing additional tourism fees to also support investment opportunities in their cities while enhancing natural and cultural assets.
