Requirements for cars have changed in Ukraine: what cars will no longer be allowed to be imported and sold
Starting from January 1, 2025, customs clearance (i.e., importation for sale) and the first registration of domestically manufactured cars that do not meet the Euro 6 environmental standard will be prohibited in Ukraine. This standard has long been in effect in the EU.
As stated in the adopted draft law 12267, the introduction of Euro 6 emission standards for vehicles (new and used) under UKTZED codes 8701 20 (tractors), 8702 (buses), 8704 (trucks), 8705 (special vehicles ) has been postponed until January 1, 2027.
According to the Euro 6 standard, CO2 emissions should be less than 130 g/km. Initially, this environmental standard was supposed to come into force in Europe on December 31, 2013. However, its introduction was later postponed until 2015.
What has changed?
Previously, Ukraine was allowed to import passenger cars that meet the Euro 2 and higher environmental standard (i.e., manufactured after 1996), but starting from January 1, 2025, only Euro 6 cars (manufactured after 2015) are allowed.
Exceptions are: new passenger cars imported or manufactured in Ukraine before December 31, 2024; "Euro cars" and electric cars; some cars imported to Ukraine as humanitarian aid or for the needs of the Armed Forces of Ukraine.

These changes will not affect electric vehicles (because they do not have an internal combustion engine), used cars (they remain Euro 2), and certain vehicles that arrive as humanitarian aid or for defense needs.
According to the Automotive Market Research Institute, it will be possible to register a car with Euro 5 after 1 January 2025, but it must be imported into the customs territory of Ukraine before that date. We would also like to remind you that compliance with environmental standards is certified by a certificate, and later the corresponding Euro level is indicated in the vehicle registration certificate.
Earlier this year, Ukraine significantly simplified the registration of volunteer vehicles that military personnel receive as humanitarian aid to protect the country. Now such a car can be registered in one's name and used until the end of martial law and for another 3 months after its lifting.
As OBOZ.UA previously reported, insurance is mandatory for every vehicle with Ukrainian registration. Violators will face a fine of UAH 425, and, if an accident occurs due to their fault, they will also have to pay for the cost of repairing the victim's car at their own expense.
