Free roaming for Ukrainians in the EU has been extended, but there are fewer operators. Full list

The agreement between Ukrainian and European mobile operators will be extended for another year. However, fewer European companies are taking part in the deal (see the full list in the table below).

The extension of the agreement was approved by the European Commission (EC). They urged all participants to join the agreement - initially, in April 2022, there were 25 operators (three from Ukraine and 22 from the EU).

The updated list of signatories includes all three major Ukrainian mobile operators (Kyivstar, Lifecell and Vodafone). The European operators are now 17:

Earlier it was reported that in the first half of 2023, mobile operators in Europe began to cooperate with their Ukrainian counterparts on commercial but not "favorable" terms. Because of this, free roaming for Ukrainians in the EU was cut.

The fact is that operators from Ukraine and Europe signed a memorandum on "providing affordable services to Ukrainian refugees." Clear tariffs and service packages are not fixed anywhere in these agreements.

As reported by OBOZREVATEL, the EU Council approved a proposal to make Ukraine part of the roaming zone of the European Union. Thus, MEPs gave the green light to introduce free mobile roaming for Ukrainians on a permanent basis.

Ukraine must now fully adapt its legislation on mobile communications to European norms. After that, the EU Council will be able to finally approve the country's membership in the EU roaming zone.

If this happens, it is likely that Ukrainians in Europe will not have to pay for roaming at all. Since 2017, such a rule has been in effect between EU countries. For example, a Pole can use his phone in Germany the same way as at home.
