"There is a strategic logic": Borrell confirms that Zelensky will present Ukraine's Victory Plan to EU leaders

High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell confirmed that President of Ukraine Volodymyr Zelensky will present the Victory Plan during a meeting of the European Council with the participation of EU heads of state and government. This meeting is scheduled for October 17-18.

At a briefing after the EU Foreign Affairs Council meeting, Borrell noted that the head of the Ukrainian Foreign Ministry, Andriy Sybiga, spoke about the situation on the battlefield and commented on the elements of the Victory Plan that Zelensky will soon present. His words were quoted by Ukrinform.

"We also discussed how to promote and supplement the Ukrainian Peace Formula. There is a strategic logic in strengthening Ukraine politically and militarily to force Putin to negotiate. Although, I must admit, this looks like a very distant prospect," Borrell said.

The head of European diplomacy emphasized that the European Union will continue to promote the Ukrainian Formula for Peace and emphasize that peace should not be confused with surrender.

He reminded that Russia has once again started attacking ships in Ukrainian ports and that Ukrainian grain exports are again under threat. In addition, the number of casualties among Ukrainian civilians due to Russian shelling has increased sharply during the year.

"We cannot allow Putin to endanger global food security, or succeed in his efforts to turn winter into a weapon. He plans to plunge Ukraine into darkness and cold, and to do so, he is targeting energy infrastructure. Putin failed last year in achieving this goal, and he must fail again," Borrell emphasized.

As a reminder, Zelensky also said that this week Ukraine would present to all partners in Europe a Victory Plan - a strategy to force the aggressor state of Russia to a just end to the war.
