"The decisive moments will be in 2025." Zelenskyy presents 10-point resilience plan to Rada
On November 19, the 1000th day of full-scale war, President of Ukraine Volodymyr Zelenskyy addressed the Verkhovna Rada and presented the Resilience Plan. It consists of ten points, including issues of unity, the front, weapons, security, cultural sovereignty, etc.
According to him, this is a doctrine that should lead the Ukrainian state from war to peace, and the decisive moments will be in 2025.
"Zelenskyy presented a 10-point Resilience Plan to the Rada. Unity. The front. Weapons. Money. Energy. Security. Communities. Human capital. Cultural sovereignty. Policy of Heroes," MP Oleksii Honcharenko said on Tuesday.
During the meeting, the President said that the details of the Resilience Plan are still being developed with the participation of the public, business, cultural environment, and experts. It will be ready in December.
Point 1 – unity
In announcing it, Zelenskyy dismissed rumors of presidential elections in the country.
"The Constitution and laws do not allow them to be held in wartime. No one in the world demands this. Ukraine first needs a just peace, and then Ukrainians will hold fair elections!" he said.
Point 2 – the frontline
Here, the president spoke about changing approaches to management in the army: a military ombudsman should be created; the Ministry of Defense and military command should introduce a new system of military service contracts for citizens under the age of mobilization. Zelenskyy emphasized that the state is not preparing to lower the mobilization age.
Point 3 – weapons
According to the Ukrainian leader, drones will compensate for the lack of artillery in the Ukrainian army, and next year Ukraine will produce at least 30 thousand long-range drones.
"We will increase direct funds for brigades. This year we have fired more than 2.5 million rounds, made "long Neptunes". And there are already first hits. I have set the task to produce 3000 cruise missiles. We will set up a Technology Center," the President said.
Point 4 – money
Zelenskyy said that the Resilience Plan will have an appendix that must be approved by the business community. The main slogan is localization, meaning that everything that can be produced in Ukraine should be purchased in Ukraine.
"War risk insurance. Deregulation. Reducing the share of GDP redistribution. Security for business from law enforcement. Honesty in relations – we need an incentive for de-shadowing," Zhelezniak listed the points made by the President.
Point 5 – energy
Zelenskyy said that this is a closed annex to the Resilience Plan, and the responsibility for its implementation is personal. He announced regional sustainability passports by the end of the year and called nuclear generation an obvious priority.
Point 6 – security
The President spoke about modernizing the standards of shelters, strengthening the state border, etc.
Point 7 – communities
The issue was about tax conditions for the frontline territories.
Point 8 – human capital
Zelenskyy spoke about the national standard of barrier-free access, the need for multiple citizenship, the restart of the diplomatic service, and the creation of the Ministry of Unification of Ukraine.
Point 9 – culture
A "cultural Ramstein" is being initiated in Ukraine, and the creation of Ukrainian studies departments in foreign universities will be promoted.
Point 10 – the policy of Heroes
This includes the involvement of veterans in the civil service; the creation of rehabilitation departments in each community in 2025; additional payment for family doctors for a contract with a veteran; the introduction of 11,000 veteran support specialists; the creation of at least 80 veteran spaces; and apartments for veterans.
As OBOZ.UA previously reported, during the Kyiv International Economic Forum in early November, Zelenskyy said that Ukraine was preparing an internal Strengthening Plan – the tasks that the country needs to accomplish to win the war. One of its key elements will be economic - aimed at unleashing the country's internal economic power.
In his evening address on November 14, the president announced an increase in the production of Ukrainian content and the unification of the cultural community in Ukraine. He noted that this is part of the Resilience Plan that will be presented to Ukrainians next week.
