Ukrainians who have left Ukraine will not be forced to return from abroad – it should be an independent decision of everyone. And the government's mission is to help these people to make their return as easy as possible. To do this, they will be helped to find a job.

This was stated by Deputy Prime Minister and Minister of National Unity Oleksii Chernyshov on the air of the national telethon "United News." He noted that special institutions would operate abroad for this mission.

"According to our estimates, there are 20-25 million Ukrainians abroad. In Ukraine, there are approximately 32 million. This is a large, powerful nation that is now partially abroad, and we are starting the process of bringing Ukrainians back home. I would like to emphasize right away that the return is purely voluntary. No coercive measures will be taken. And we will be happy to see Ukrainians succeed abroad if they find a place for themselves and their families," Chernyshov emphasized.

To return Ukrainians, "unity hubs" – departments of the National Unity Agency – will be established in key countries of their residence. In particular, they will appear in Germany, the UK, Poland, Austria, the Czech Republic, and other countries.

The purpose of these hubs is to help with various services related to consular, passport, and registration issues. They will also provide Ukrainians abroad with access to communication with their homeland and, in particular, the Ukrainian labor market.

Earlier, President of Ukraine Volodymyr Zelenskyy said that foreign governments already want to get rid of Ukrainian refugees who do not work but receive social benefits because they do not pay taxes. Instead, the Ukrainian government wants to return both the former and the latter, but to do so, it needs to provide them with jobs and security. At the same time, the president recognizes that this requires improving the security situation inside the country and providing reliable protection for those who decide to return.

As OBOZ.UA previously reported, in 2025, Ukraine is indeed planning to launch a project to return citizens from abroad to reintegrate them into the economy and defense sector. The initiative, which will be part of the activities of the newly created Ministry of National Unity, is intended to facilitate the reintegration of citizens into the social, economic, and defense life of the country. According to the Minister of National Unity Oleksandr Kamyshyn, the project's goal is not only to return people home but also to engage them in key areas, including the defense industry.
