The Ministry of Economy has published a list of cars whose owners must pay a tax of UAH 25 thousand. While last year the list included 491 cars, this year the list has been reduced to just 355. The list includes cars whose price, according to the Ministry, is more than three million hryvnias. The list includes not only brands but also prices.

This is stated on the ministry's website. For example, owners of a BMW iX M60 (I20) will only have to pay tax if the car is no more than two years old. "The calculation of the average market value of passenger cars for the purposes of transport taxation is carried out in accordance with paragraph 267.2 of Article 267 of the Tax Code of Ukraine according to the Methodology for determining the average market value of passenger cars approved by the Cabinet of Ministers of Ukraine No. 66 of February 18, 2016, as amended," the ministry's website says.

The tax rate per car per year is UAH 25,000 (clause 267.4 of the Tax Code). If a passenger car reaches the age of five years during the reporting year, the tax is paid for the period from January 1 of that year to the beginning of the month following the month in which the age of such car reached (will reach) five years (sub-clause 267.6.7 of the Tax Code). For example, if the five-year period expires in May 2025, the tax is paid for the period from January to May – for 5 months. The tax amount for this period will be UAH 10,416.67 (25,000: 12 x 5).

What if I don't pay the tax?

If you don't pay the tax within 60 days, the amount of tax will increase. If you pay within the first 90 days, it will be 10% plus a penalty, and after 90 days – 20%. In addition, the car or other property may be arrested (the so-called tax lien).

You can use the car as a pledge, but you won't be able to sell or donate it. Moreover, the tax authorities have the right to seize the car, sell it, receive a payment from the amount received, and return the rest to the former owner of the car. However, this situation is very rare. Most often, debtors pay their bills immediately after the tax lien.

If the car is not on the ministry's list

The Tax Service has published a special explanation (No. 688 / IPK / 12-32-12-03-05), which clearly states: no matter how much the car costs, if the model of such a year of manufacture is not on the list, you do not need to pay.
