Who is Mikhail Fedorov

Mikhail Fedorov is a specialist in computerization and the so-called "digitalization" of various processes. Fedorov is originally from Zaporizhzhya, where he received his higher education, graduating from the Zaporizhzhya National University.

Mikhail Fedorov is the owner of SMMSTUDIO agency. In the past, his firm was noted for its cooperation in common projects withKvartal Concert, owned by Volodymyr Zelenski.

In the 2019 presidential election, he was a member of Zelensky's election headquarters, where he was responsible for information support of the election campaign on the Internet and developed Zelensky's targeting advertising campaign in social networks and messengers. According to Fedorov himself, he joined Zelensky's team a week before Zelensky announced that he was running for president.

Shortly after his victory and inauguration, Vladimir Zelenski signed a decree appointing Mikhail Fedorov as his advisor (out of state).

Appointment to the Cabinet

The Verkhovna Rada of the ninth convocation approved Mikhail Fedorov as Deputy Prime Minister and Minister of Digital Transformation of Ukraine in the new Cabinet of Denis Shmygal.

On March 20, 2023, Fedorov was removed from his post. Already on March 21, he was appointed Deputy Prime Minister for Innovation, Development of Education, Science and Technology - Minister of Digital Transformation of Ukraine.

Statements by Mikhail Fedorov

Back at the introduction of the so-called "Ze-team" Mikhail Fedorov said that Zelensky's government seeks full-scale "digitalization" of the entire state. In particular, he said, "Ze-team" plans to create a full-fledged electronic voting system in Ukraine, when voters will be able to choose people's deputies and presidents, as well as to vote in referendums, with the help of their smartphones.

Later in an interview for the TV channel "Hromadske" Mikhail Fedorov said that it is necessary to transfer as much social services as possible into the electronic form. As an example, he cited the certificate of criminal record and certificate of family composition, which, according to him, still need to be obtained in paper form, standing huge queues.

Shortly after this interview, many activists mocked Mikhail Fedorov, reminding him that it has been possible to obtain a criminal record certificate online since September 2017, while the certificate of family composition in Ukraine has already lost its legal force.
