All Ukrainians can now report destroyed or damaged property to The Hague's International Register of Damage: what was updated and how to apply

Since July 25, Ukrainians have been able to report their destroyed or war-damaged housing to the International Register of Damage in The Hague through the Diia portal. The feature is now available to all citizens of the country who own housing, including those whose property is under occupation. Such applications will entitle them to receive reparations from the aggressor in the future.

This was stated by Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology Development, Minister of Digital Transformation of Ukraine. "Starting today, all Ukrainians can submit an application to the register, which will become the basis for future reparations," the minister said.

What's been updated. Previously, to submit an application, you had to register your home in the State Register of Real Property Rights (SRRP) and have a commission inspection report. Now you can use the service even if:

  • the property right is not registered in the SRRP
  • there is no certificate of damaged property from the local authorities
  • you have not applied for the eVidnovnennya program
  • housing is located in the temporarily occupied territories or in the combat zone

How to apply for reparations through Diia

You will have to use the Diia portal in a special section rather than the application. To access the application, you need to log in. The function is available if a Ukrainian:

  • is an adult
  • has a verified tax number (TIN)
  • has an electronic signature
  • is the owner of real estate (each co-owner may file an application for compensation separately)

You will need to fill out an application on the portal. You must confirm the auto-completed data or manually add information about:

  • real estate and ownership
  • residents
  • circumstances of the damage
  • evidence of damage and cost of damage
  • amount of compensation
  • place of residence and contact details

Filing an application is available for damaged or destroyed property. It can be:

  • private house
  • apartment
  • residential premises
  • country house
  • garden house
  • manor house
  • residential building

As soon as the application is reviewed and a decision is made, Diia will send a notification. Currently, applications are being collected. Therefore, their processing for inclusion in the Register, consideration on the merits and payment of compensation will take place later.

What is the International Register of Damage?

The International Register of Damage collects applications and evidence for compensation for damage, loss or damage caused by the Russian Federation after February 24, 2022. It was established by Ukraine, the EU and 42 other countries and is headquartered in The Hague.

Ukraine, together with its partners, is developing a compensation mechanism that will review applications and evidence and make decisions on compensation. Currently, you can file a claim for the destruction or damage to your home. Later on, it will be possible to claim compensation for other damages as well.

Thus, according to the statement of Prime Minister Denys Shmyhal, starting from August 2024, Ukrainians will be able to apply to the International Register of Damage in 12 new categories. In particular, it will be possible to file a claim for loss of people, internal displacement, and damage to critical infrastructure.
