Zelenskyy signed the law on mobilization of convicts: when will it come into force
President of Ukraine Volodymyr Zelenskyy has signed a law that allows certain categories of prisoners to voluntarily mobilize into the Armed Forces of Ukraine. They will serve in special units under the administrative supervision of a military unit commander.
This is evidenced by the card of the draft law No. 11079-1. The law provides for the possibility for prisoners to be released on parole (by court decision) for contract military service.
It also establishes liability for evasion of military service by such persons – imprisonment for a term of 5 to 10 years.
However, this option can only be used by those who have been sentenced to restriction or imprisonment for minor offenses.
Those convicted of the premeditated murder of two or more people, rape, sexual violence, and crimes against national security will not be able to mobilize. Corrupt officials will also not be allowed to commute their sentences to the possibility of fighting.
The law will come into force immediately after Zelenskyy signs it.
Earlier it was reported that all persons liable for military service must update their data from May 18 within 60 days. Those who have the status of "limitedly fit" will also have to undergo a military medical commission. In addition, men between the ages of 18 and 60 will be required to carry a military registration document (MRD) with them at all times.
As OBOZ.UA previously reported, the Verkhovna Rada of Ukraine adopted in the second reading the draft law No. 10379, which increases the responsibility for committing military offenses. The bill provides for a significant increase in fines for those who evade mobilization.
Territorial centers for recruitment and social support will be able to issue fines for violations of the legislation on military duty, defense, and mobilization (Article 210 and Article 210-1 of the Code of Administrative Offenses) without drawing up a protocol, simply by issuing a resolution. It will be possible to appeal the fine in court.
