The Office of the President responded to the United States' demand for elections in Ukraine, which was voiced by Keith Kellogg, Donald Trump's special representative for Ukraine and Russia. As the OP emphasized, if Washington's plan is only a ceasefire and elections, it is a failed plan.

The Russian dictator Putin will not be intimidated by these two things alone. This position was expressed by presidential advisor Dmytro Lytvyn on his account on social network X on Sunday, February 2.

He explained that Russia is increasing the production of missiles and ammunition and finding ways to circumvent sanctions, and Russia's alliance with North Korea does not indicate readiness for peace. Therefore, Ukraine needs a deeper approach from its international partners, not just the idea of a truce.

"If Kellogg's plan is just a ceasefire and elections, it is a failed plan. Putin will not be intimidated by these two things," Lytvyn said.

The presidential adviser also emphasized that White House President Donald Trump demonstrated "a deep understanding of the situation and possible levers of pressure on the Kremlin" during his meetings with Zelenskyy.

"We would certainly like to see a deeper approach from officials of key partners. But we remember that President Trump, in his meetings with President Zelenskyy, spoke deeply and wisely about the situation and what could actually put pressure on Putin. That is why it is important to move quickly to real work between the teams on a concrete plan to end the war and ensure a lasting peace," he said.

Earlier, Zelenskyy promised that Ukraine would definitely hold fair and just elections. However, first, our state and people need to establish a just peace.

In December 2025, the term of office of local government representatives expires, and if the war continues, there will be a need to change the legislation. Under martial law, the issue of holding elections remains complicated, and changes in legislation are necessary to ensure that local officials can continue to fulfill their duties, Oleksandr Kornienko noted.

As reported by OBOZ.UA, Keith Kellogg said the day before that the United States wants Ukraine to hold presidential elections, probably by the end of 2025. In particular, if a truce with Russia can be reached over the next few months.
