It is preliminarily known that Russian air bombs hit two high-rise buildings in Kyivskyi and Saltivskyi districts, there are wounded and dead, and people may still be trapped under the rubble. This was reported by Kharkiv Mayor Ihor Terekhov and the head of the Kharkiv Regional Military Administration Oleh Syniehubov.
The mayor reported that Russians were conducting air strikes on Kharkiv at 15:26
"The enemy is attacking one of the most populated areas of the city with anti-aircraft gunships. Be careful," he said.
As of 15:37, Terekhov reported strikes on four districts of Kharkiv.
"So far, the strikes have hit four administrative districts of Kharkiv. Information about the victims and damage is being collected by the relevant services. But we can already see that residential areas of the city are under bombardment. Be careful - there are still UAVs in the air," Terekhov wrote.

Terekhov also showed a video of a direct hit on a high-rise building.
"A residential building in a residential area. And they will say that it is a "military facility"..." he wrote.
By 16:30, the number of victims in this building alone had increased to 13.
"The house that was hit in Kyiv district was already shelled at the beginning of the war. It was almost repaired, all the windows were replaced, insulated and prepared for the heating season. The enemy hit it with a KAB for the second time," said Terekhov.

The Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets reacted to the attack on civilians in Kharkiv.
"Russia is terrorizing Kharkiv region with impunity. The residential area of Kharkiv is a targeted attack on a residential building... Ordinary Ukrainian civilians are becoming victims of the aggressor! Each such case is a crime. They must all be properly recorded, and the perpetrators must be punished! I draw the attention of the international community to this!" the Ombudsman wrote emotionally.
