National Cashback accounts of some Ukrainians may be arrested: who is at risk and how to avoid debt write-offs
Some citizens who opened National Cashback cards to credit UAH 1,000 under the Winter eSupport program may face an unpleasant surprise due to possible debt write-offs. Such a procedure is not prohibited by law, so law enforcement agencies can indeed arrest the relevant accounts.
This became known from the comments under the post on the Facebook page of the Unified State Web Portal of Electronic Services Diia. One woman said she had received money through the Diia app but part of it was written off because of utility debts.
This situation caused a stir. A citizen noted that after paying off her utility debt, the remaining UAH 307 were still written off.
Experts from the Ministry of Digital Transformation answered the question, emphasizing that such write-offs are in line with the current legislation of Ukraine. If there is a court decision or other grounds for seizing an account, law enforcement agencies can charge even those cards intended for government support programs.
"Law enforcement agencies can arrest your account if there is a relevant court decision or other authorized body," the agency said. In addition to cases of debt write-offs, Ukrainians are interested in other features of the National Cashback program.
One of the users, for example, asked how the funds will be distributed in case of different validity period. Although UAH 1000 can be spent throughout 2025, the cashback is supposedly valid only until January 31. In response, Diia representatives gave a clear explanation: the National Cashback program has been extended for 2025, which means that the funds that will be accrued under this initiative can be spent until the end of 2025.
As reported earlier, in December, Ukraine started distributing UAH 6,500 under eSupport program. The money will be provided to families in need to prepare for the winter. At the same time, there will be no control over how the money is spent.
