Rules for issuing documents have changed: what new service is now available in ASCs

Ukrainians can now apply for two passports in one place, at an administrative service center (ASC). This will significantly save time and effort for citizens, and the cost of the service depends on the urgency.

This was reported by the Ministry of Internal Affairs of Ukraine (MIA). The Cabinet of Ministers of Ukraine made this decision by amending the list of administrative services provided through ASCs. According to the draft order adopted by the government, the service includes:

• simultaneous issuance of two passports – domestic and foreign, including replacement of lost or stolen ones;
• the possibility of exchanging passports if necessary.

This change aims to simplify the process of obtaining documents, allowing citizens to choose the institution where it is more convenient for them to obtain the necessary documents. The purpose of the new service is to

• optimization of the administrative services provision process: previously, citizens had to apply to different institutions to obtain internal and foreign passports;

• convenience for citizens: now the documents can be processed in one place, which will save time and effort;
• adaptation to new realities: in the face of growing demand for passports, this solution will improve the rhythm of ASCs' work.

So far, no specific timeframe has been set for the implementation of the service across the country, but it is already available in several ASCs. Citizens can apply to local centers to get both an internal passport and a passport for traveling abroad. The cost of issuing a passport in 2024 ranged from:

• UAH 958 (up to 20 working days) to UAH 1,598 (up to 7 working days) at ASCs and the SMS;
• in the Passport Service, prices were higher – from UAH 1,608 to UAH 2,248, depending on the urgency.

The increase in the cost of services is due to rising prices for forms, but the possibility of simultaneous processing of two documents should compensate for the inconvenience of the costs. In recent years, the number of citizens who simultaneously apply for domestic and foreign documents has increased.

This is due to the need to travel abroad for work, study, or other purposes. The introduction of the new service will reduce waiting times and improve the quality of administrative services.

As OBOZ.UA previously reported, the cost of biometric documents in Ukraine has changed since January 1, 2025: the cost of issuing an ID card is from UAH 558 to UAH 928, and a foreign passport – from UAH 1042 to UAH 1682. Permanent residence permits cost UAH 1175, and temporary residence permits cost UAH 1080.
