Not everyone will receive a payment from Zelenskyy: who will not receive UAH 1000

Ukrainian refugees living abroad will not be able to receive the "Zelenskyy's thousand" as the payment is available only to those living in Ukraine. The program is aimed at supporting the country's population in the face of possible winter disruptions and has restrictions on the use of the funds.

According to media reports, after registering and submitting an application in the "Diia" mobile application, the system will check the applicant's location, which is a condition for receiving assistance. Citizens currently living abroad as refugees will not be able to apply for this financial support.

The reason for this restriction is the targeted nature of the program, which is designed for Ukrainians who remain in the country and are most affected by the war. The payment is aimed at supporting citizens who have lost their income or faced rising costs, including utility bills. The budget support is provided by funds from the "National Cashback" program, and refugees in other countries are considered to be receiving social benefits from other governments.

To receive the assistance of UAH 1000, you need to issue a virtual "National Cashback" card in the Diia application. After activating the "Get 1000" option, the funds will be automatically transferred to the recipient's account. There are no plans to tax these funds, as they are considered state aid. The program is being implemented based on the remaining funds from the "National Cashback" program, for which the government has allocated about UAH 3 billion.

According to analysts, payments under the program have a "labeled" purpose and can only be used for certain types of expenditures. These include:

  • payment for utilities;
  • purchase of medicines made in Ukraine;
  • books, theater tickets, and other cultural events;
  • donations to the Armed Forces of Ukraine.

This mechanism allows us to channel funds to support critical sectors of the Ukrainian economy, which creates additional demand and supports the domestic market. With the option to donate to the army, Ukrainians can direct a portion of their aid to support the defense forces, but cannot directly allocate funds to defense due to international obligations.

According to government forecasts, about 15 million people could join the program, which would require about UAH 15 billion. The Ministry of Economy notes that the program does not require additional state budget expenditures, as funding is provided from funds not used in 2024 under other budget programs. The funds are redistributed from the "National Cashback" program, which is partially funded by international donors.

Despite the stated benefits of the program, the initiative has provoked mixed reactions. Some experts believe that the payment of 1,000 hryvnias will have a limited impact on solving the financial difficulties of Ukrainians, especially against the backdrop of rising prices and possible power outages. In particular, they criticize the fact that the country has raised taxes in parallel with the payments. Some citizens also note that the payment looks like a populist measure rather than a systemic solution to support the population.

As OBOZ.UA reported earlier, the distribution of the "thousand from Zelenskyy" has a limited positive effect on the economy, but will provide targeted support for the costs of vital goods and services. However, according to some experts, the funds would be more effective as investments in small businesses and social programs.
